The Licking Board of Aldermen met for their November meeting on Thursday, November 21, at the Council Chambers in Licking City Hall.

Items of business included the approval of a deed transfer to the City of Licking from Licking Development Company. A small lot located behind City Hall was deeded over to the City.

An ordinance was necessary to amend the user charge rates for the City of Licking due to an error in the previous chart. The board approved the new rates. See the new residential rates below.

The board approved an agreement between the City and the Missouri Office of Administration, Division of Facilities Management, Design & Construction, Missouri Department of Corrections regarding the Department of Corrections providing funds to the City for the purchase of a screen and grinder specifically for ingress from SCCC into the treatment plant.

The board approved notices of award to Maggi for the Waterline/Distribution portion of the potable water project, both for Part I and Part II of the project. At this time, cuts are being made to Part I of the project to align with the available funding. As the project proceeds, if funding becomes available, this part of the project will be reassessed and may be expanded to include the cut items.

Andy Booker, of Hickory Manor, shared with the board a bid he had obtained to replace the smoke detectors, which failed inspection. He also had a bid for redoing both shower rooms, with no grout this time. A bid of $1,400 was received from ServPro for cleaning the ductwork. The steam table keeps failing, has been repaired numerous times, had an electrical smell recently and leaks. It can be replaced for $1,000. As Alderman Danny Wade had left due to illness and Alderman Linda Breedlove was absent, there was no longer a quorum to approve these bids and they will be addressed next month.

Department Head Reports:

LPD Chief Pat Burton: Chief Burton requested the approval of the board for the hiring of a secretary beginning January 2, which he has budgeted in the law enforcement sales tax proceeds for the City. The board approved his request. Jimmy will be off his six month probationary period soon. Items are being moved to the new police department, and the goal is being in-house by mid-December, with an open house in mid-January.

Supt. of Utilities Rodney Sullins: The department has been emphasizing the replacement of culverts on North Main Street, with 18” culverts being placed on the west side of the street and 24” culverts on the east side. The exception will be in two places where two 15” culverts are being placed instead of a 24” culvert. The grader and backhoe have been received and are being used. Derek Hammond tested and received his A License for the Waste Water Treatment Plant. Sullins may look for a bid on a lean-to under which the equipment could be parked, out of the weather. The department will be cleaning up the ditches for winter.

Fire Chief Aaron Greathouse: The battery operated extrication tools used by the fire department during the Open House were able to be obtained by the department. He is still waiting to hear back about the City’s insurance rating after the ISO was completed in September. The training room is almost complete, but a heater will have to be moved from where it is hanging from the ceiling before construction can be completed. He asked for permission to use budgeted funds to move the heater and there were no objections.
