Licking man and Hartshorn woman arrested

James H. Hawkins, age 67, of Licking, and Angela Briggs, age 48, of Hartshorn, were both arrested on Wednesday evening after the Missouri State Highway Patrol (MSHP) investigated an incident that occurred near the south intersection of Mo. Route B and MO-137 in Raymondville.

A report was received that a vehicle had driven through a fence at the location before heading west on Mo. Route B, dragging fencing material and with no lights. A steel cable fence and barbed wire fence were both damaged, and the front bumper of a Jeep Compass was found at the scene.

A second call led the MSHP to the disabled vehicle where it had driven through another fence at a Houston address.

The MSHP and Texas County deputies located the suspected driver, James H. Hawkins, at a trailer near the second location and he was taken into custody. He was found to be impaired by a CNS stimulant, and two broken glass pipes containing a white crystal burnt residue consistent with methamphetamine and plastic baggies with a white crystal residue consistent with methamphetamine were found in the bedroom where Hawkins was located.

Three property owners reported damages from the incidents, with two of them estimating a total of $4,500 in damages.

Hawkins was placed on a 24-hour hold pending three felony charges: Leaving Scene of Accident-Property Damage Exceeding $1,000, Possession of Controlled Substance, and Property Damage-1st Degree; and a misdemeanor charge of DWI.

Angela Diana Briggs, age 48, of Hartshorn, was a passenger in the vehicle at the time of the incidents. She was with Hawkins when law enforcement located him. She was arrested on a 24-hour hold pending formal charges of Possession of Controlled Substance.

The above charges are mere accusations and are not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
