Houston man charged with Terrorist Threat

A Houston man faces charges of Stalking – 1st Degree – 1st Offense, Terrorist Threat – 1st Degree, and Property Damage 1st Degree after incidents which occurred on or around the evening of Wednesday, November 19, 2025. Jacob Leon Evans, age 28, is alleged to have called his ex-girlfriend’s place of employment in Licking multiple times and made several threats to her and others at the location. The following morning, more than $1,000 in property damage to the ex-girlfriend’s apartment was also discovered, which would later add to the charges against Evans.

The Licking Police Department (LPD) responded to a nursing facility in Licking at approximately 10:58 p.m. on November 19. According to the probable cause statement, a witness confirmed that Evans had called 11 times in the past 30 minutes. The witness reported that Evans had claimed he was outside the building and would kill everyone inside if he did not speak to his ex-girlfriend, who worked there. While the officer was present, Evans called again. The officer informed Evans that if he continued to call, it would be considered harassment and he would be charged. At that time, Evans stated that he had killed his ex-girlfriend’s dog and he would kill the officer and anyone who got in his way if the officer would not allow him to speak to his ex-girlfriend. Out of concern for the forty residents and three staff at the facility, it was placed on a full lockdown until it was determined that Evans was not in the vicinity.

The Houston Police Department (HPD) was dispatched regarding the threats at approximately the same time. Evans was arrested by the Houston Police Department on November 20 and was taken to the Texas County Jail. He admitted to being upset with his ex-girlfriend due to a recent breakup and admitted to consuming alcohol. He admitted to contacting her place of employment and making threats to burn her house down and kill her and her dog.

At 7:43 a.m. on November 20, an HPD officer was dispatched to the ex-girlfriend’s residence for a report of property damage. The officer found furniture knocked over and water covering the floor; faucets in the bathroom and kitchen were running with their drains disconnected. The HPD officer who had taken the report of the harassment had responded to the apartment shortly before midnight, and had observed water near the front and back doors of the apartment, but believed it may have been from the air conditioner.

On November 21, 2025, a charge of Stalking – 1st Degree – 1st Offense was filed against Evans and a cash-only bond of $3,500.00 was established.

On December 22, 2025, a charge of Terrorist Threat – 1st Degree was filed and a $3,000.00 cash-only bond was set. On the same date, a charge of Property Damage 1st Degree was filed and a cash-only bond of $2,500.00 was set.

The charges for which the above individual was arrested are a mere accusation and not evidence of guilt. Evidence in support of these charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
