Drug arrest in Licking

On May 5, 2025, at approximately 2:19 a.m., a Licking police officer observed a vehicle traveling southbound on US Highway 63 failing to maintain its lane and crossing into the northbound lane of traffic. The officer initiated a traffic stop, but the driver accelerated and attempted to flee.
After a short pursuit, the vehicle came to a stop on U.S. 63. The driver, identified as Jacob Kelly, age 36, of Winona, Missouri, was taken into custody without further incident. A subsequent search of the vehicle and suspect revealed over 280 grams of methamphetamine.
Kelly was arrested and is facing multiple charges, including First Degree Drug Trafficking – Class A Felony, Tampering with Physical Evidence – Class E Felony, Resisting Arrest/Detention/Stop by Fleeing – Class E Felony, and Failure to Drive on Right Half of the Roadway – Class C Misdemeanor.
A Probable Cause Affidavit was sent to the Texas County Prosecutor’s Office seeking formal charges.
